DC Ranch is widely known as one of the country’s premiere places to live. How did it achieve this status? With a vision: to build the finest master-planned community of its time.
Today DC Ranch has a real estate value of $3.8 billion and holds a premium value over nearby properties. The economic value of homes typically reflects the underlying quality of life those properties enable.
The DC Ranch Strategic Plan was developed based on the collective input received from numerous focus groups, a Ranch-wide resident survey, the designated task force, and both the Community Council and Ranch Association Board of Directors. The outcome from this process was the development of six STRATEGIC INITIATIVES and eight STANDING PRINCIPLES.
DC Ranch’s focus areas for the next three years. The six initiatives were developed through significant resident input during the strategic planning process. The initiatives align with the community’s vision, values, and standing principles. Each Strategic Initiative is supported by strategies, tactics, and measures. Strategic Initiatives are listed in no particular order.
DC Ranch provides a wide range of physical amenities (parks, trails, community centers, golf, recreation, community gardens, etc.) and extensive programming (events, clubs, celebrations, education, speakers, etc.) that appeal to a broad set of resident interests. This is an important attribute of DC Ranch that attracts, welcomes and connects residents.
Continue to evaluate amenities and programs to foster a high level of participation, sustainability and value.
Regularly inspect amenities to ensure consistency with DCR Brand Standards.
Evaluate the benefits of forming a program committee to provide guidance and input on new and existing programs.
Personalize programming and amenity surveys to increase response rate.
Conduct cost comparisons and review and adjust program fees per the DC Ranch model.
Consider new technology that collects resident usage and preference data, as well as experience ratings.
Host a discussion forum with other large upscale communities to share ideas related to programs and amenities.
Explore ways to collect statistically valid community demographics; for example, through programming and amenity surveys and community-wide surveys.
Structure and align programming and amenities to best serve community needs.
Review and apply results and feedback from the audits, surveys, committee recommendations, cost comparisons and forums as part of the annual programming process.
Regularly report to residents changes to programs that reflect community input and requests via DC Ranch communication channels.
Expand educational programs that engage, inform and enrich residents of all ages and consider additional community-wide programs that connect all generations of DC Ranch residents. Examples include Speaker Series, DC Ranch Day, Concerts in the Park and the 20 for 20 Hiking Challenge.
Expand lifelong educational programs that focus on art, history, culture, lifestyle.
Support and promote partnerships that offer educational programs at DC Ranch and other nearby locations.
Explore partnerships with DC Ranch commercial and corporate centers to offer community wide activities.
Consider participating in/with existing nearby regional community events.
Consider new physical amenities for DC Ranch residents.
Research comparable and new communities and industry leading associations and organizations to identify amenities, ideas and trends that may be relevant for DC Ranch.

DC Ranch delivers a variety of health/fitness amenities and programs that support a wide range of health, wellness and active lifestyle interests. DC Ranch is viewed as a very active community with residents that value a high level of fitness and emphasis on maintaining their health and wellness.
Analyze the space available for DC Ranch fitness activities and consider projects to enhance and/or expand available space in the best interest of the community.
Continue to regularly keep fitness equipment and facilities maintained to DC Ranch standard.
Regularly update fitness equipment to remain on trend and serving the needs of end users.
Evaluate Council facilities and amenities, particularly community centers’ access and guest policies, and make modifications to enhance the DC Ranch resident experience.

Explore installation of adult fitness stations and/or meditation points along designated trails.
Research additional safety measures such as street markings and signage to notify drivers to look for pedestrians at designated path and trail crossings.
Improve signage for consistency and wayfinding, and to promote safe and appropriate trail use, including use of trails in lieu of walking on streets.

DC Ranch is attractive for the next era of buyers as well as the ongoing discretionary buyer. DC Ranch knows and understands who the target buyers of the future are and aligns the brand and current/future strategic initiatives to address their interests and needs.
Identify the features that will be highly attractive to future buyers.
Include questions about desirable features in the formal segmentation study per Strategy 3.3.
Inquire of prospective buyers about desirable amenities when visiting the community centers.
Survey existing residents about new features or amenities that are desired.
Conduct quarterly surveys of the Realtor community to identify features and trends.
Work with the Scottsdale Association of Realtors (SAAR), the Community Associations Institute (CAI) and builders to also identify highly-attractive features.
Launch a clear and compelling education campaign that highlights what differentiates DC Ranch from other communities.
Revise Realtor Training to provide a guided tour of the entire community, including both country clubs, the school, community garden, community center and all future projects.
Post the “Where You Belong” brochure on DCRanch.com to provide a handy educational tool for prospective buyers and agents.
Identify geographical targets, based on the segmentation study, then narrow vehicles for education, such as advertising, partnerships with chambers of commerce, or advertorials in print and/or online campaigns.
Use search engine optimization.
Characterize internal and external buyer segments to identify relevant buying trends within DC Ranch and comparable neighborhoods.
Conduct a formal segmentation study to identify desired buyer segments and trends.

Continue long-term maintenance of DC Ranch Association owned roadways and other DC Ranch owned and/or maintained infrastructure including bridges, culverts, pathways, and buildings.
Research alternative road solutions that provide greater life, performance, aesthetics and value.
Maintain a 30-year reserve plan for road repair, sealing and replacement.
Sustain well-funded reserves for maintenance, repair and replacement of community assets and amenities.
Conduct regular review and make necessary improvements to culverts and bridges; research and implement flood prevention methods for roads and trails.
Establish a comprehensive trail and pathway inspection program and maintenance plan.
Advocate for community wide, third-party resident services, such as enhanced cellular coverage.
Conduct a cellular coverage study of DC Ranch and consult with third-party providers or service brokers on ways to improve coverage for all DC Ranch homes, where applicable, including a study of 5G towers.
Evaluate existing coaxial and fiber infrastructures throughout DC Ranch. Work with providers to ensure that service is “at the curb” for all new construction.
Increase awareness of smart home technologies for residents.
Ensure all DC Ranch technologies and systems are up-to-date, highly functioning, and effective in meeting the needs of the organizations and residents.
Evaluate new vehicle transponder technologies and deploy as appropriate.
Regularly evaluate and upgrade access and check in technologies at facilities including the community centers.
Consult with third-party gate service provider to create and implement an upgrade plan for newer technologies at unmanned and manned gates.
Routinely research new access points for improved community center Wi-Fi coverage.
Complete five-year technology plan to address network, hardware, and software needs of the Ranch Association, Covenant Commission and Community Council.
Evaluate and adopt technology (such as scheduling and registration software, internal communication technology, web site, etc.) to streamline operations and improve the resident experience.
The commercial areas represent important assets for DC Ranch and integrate residential community with lifestyle, entertainment, business and gathering venues. DC Ranch assists in developing the full potential for each of the commercial areas: Market Street, Canyon Village, DC Ranch Crossing and the Corporate Center at DC Ranch; helps to align them with the interests of current and future residents; and works to ensure a long term and successful partnership with them.
Help align future businesses with trends/interests of current and future residents.
Develop and implement two surveys (one for DC Ranch residents, one for DC Ranch commercial center business owners/managers) that will measure current business utilization, desired business/interests, future enhancements and amenities
Compile survey results and send to property managers/owners and communicate feedback findings to residents.

DC Ranch is situated adjacent to the beautiful McDowell Sonoran Preserve. Residents today, and homebuyers in the future, see environmental sustainability as an important value and responsibility. DC Ranch identifies its community and brand with environmental sustainability--demands placed on the environment are met without reducing its capacity to allow all people to live well, now and in the future.
Routinely review, update and monitor adherence to the DC Ranch Community Standards that were designed to aid in the protection of the natural desert and surrounding landscape settings.
Inspect each DC Ranch Neighborhood on an annual basis to monitor adherence to community standards.
Follow established guidelines relating to the annual review regarding DC Ranch Standards for Homes, Conduct, and Landscaping.
Educate residents regarding the most common infringement items & how to avoid them.
Encourage use of alternative energy sources and best practices throughout DC Ranch.
Pursue an audit and summary of the energy usage in DC Ranch Common areas and at DC Ranch owned facilities to seek more energy efficient products.
Publish information on approved energy conservation methods and resources on the DC Ranch website.
Evaluate the strategy 6.2 and tactics every 5 years to research new environmentally sustainable practices for the community.
Support and encourage community-wide recycling opportunities for DC Ranch residents.
Host at least one recycling event at DC Ranch annually.
Promote and communicate existing citywide recycling programs and events.
Encourage staff to participate in recycling programs at the offices, community centers, and gate houses.
Implement and maintain water conservation practices and programs throughout the DC Ranch community.
Publish and communicate water conservation methods provided by City of Scottsdale, Water Use it Wisely, and the Arizona Department of Water Resources to homeowners.
Engage third party experts to audit and address the master irrigation system throughout DC Ranch.
Evaluate the Design Guidelines every three years to ensure that residents are capable of maintaining an environmentally sensitive lawn.
Foster a strong partnership with the McDowell Sonoran Conservancy to preserve the natural desert environment.
Publish information and updates regarding the McDowell Sonoran Conservancy.
Promote events and programs put together by the McDowell Sonoran Conservancy.
DC Ranch’s guide of how business is conducted in all circumstances, at all times. Aligned with values, they are DC Ranch’s approach to core foundational and operational activities. Each of the eight principles is supported by strategies, tactics, and measures. Standing Principles are listed in no particular order.
The DC Ranch Brand, Brand Promise and Brand Dimensions are important initiatives in defining the community’s values and points of differentiation. The Brand is a highly visible part of all communications guiding how we interact with the community today and how we attract future residents.
Ensure that all DC Ranch Board Members and Team Members fully embrace the Brand Promise and can articulate its key components to the audiences with whom they engage.
Educate all board members and team members during initial on-boarding.
Conduct annual joint board and NVM refreshers (e.g. Brand101).
Conduct annual All-Ranch team refreshers (e.g. Brand 101).
Explore artistic ways to display the Brand Promise where team members and/or Boards meet, work.
Explore new ways to share the Brand Promise with Stakeholders and Community Partners and continue to solicit their feedback on the Promise and how it can best be communicated in all interactions.
Create/provide existing collateral pieces available at restaurants, businesses and real estate offices, country clubs, apartments (e.g. create Top 10 FAQ).
Create/provide existing content (print, electronic or video) for merchant employee onboarding packet/orientation (i.e. history and Brand Promise).

Consider the use of additional content like videos and quotes from residents to show the Brand Promise, how DC Ranch fulfills the Promise, and how residents live the Promise.
Incorporate the Brand Promise into the decision-making process for the three DC Ranch boards and all team members. Always ask: Is this decision aligned consistent with our Brand Promise?
Include Brand Promise in prominent places as a reminder for boards and team members (i.e. footer on agendas and on the back of name tents).
Provide Brand Promise to board candidates during recruitment process and first items to be studied when starting the process of becoming a Director.

The overall beauty and appearance of DC Ranch is a source of pride for the community, as well as a natural marketing tool. DC Ranch provides the finest care to this unique desert landscape environment consistent with the emphasis placed on services, safety and quality of life for our residents.
Routinely review all landscape practices, schedules, maintenance services and quality control measures to ensure the community’s appearance is always well maintained and meets the DC Ranch standard for excellence.
Develop and maintain an inspection system that provides historical, current and ongoing performance ratings to determine if improvements in practices, procedures and scheduling are warranted.
Create and implement a GPS oriented system to track recurring common area maintenance elements, e.g. tree replacement, irrigation, boundary walls, gates, culverts and washes, etc.
Maintain a comprehensive reserve funded program to ensure all private roads are maintained at a high standard.
Establish a noxious plant removal program for common and NOAS areas.
Adopt a landscape maintenance policy that provides standards and expectations in accordance with the landscape maintenance procedures.
Create a communication program utilizing Neighborhood Voting Members that encourages feedback and input on landscape and maintenance practices, and standards in the neighborhoods.
On an annual basis, survey NVMs regarding the level of maintenance services provided by the Association in their neighborhood.
Provide all NVMs the opportunity to schedule a neighborhood walkthrough with the Landscape Manager, Maintenance Supervisor or Director of Maintenance Services, as needed.
Review landscape and maintenance practices at the annual NVM training to ensure a collective understanding of maintenance services provided and expected standards.
Form and maintain alliances with relevant community member-stakeholders (e.g. the two golf courses, three commercial centers, one corporate center and the two apartment communities) to establish clear lines of communication and to promote and protect DC Ranch landscape and appearance standards.
At least three times per year, meet with relevant community-member stakeholders to confirm that DC Ranch brand standards, in terms of maintenance, landscape and appearance, is being protected and maintained.
Provide opportunities for community-member stakeholders to express their support and contributions relating to the DC Ranch brand standards for landscape, maintenance and appearance via Community Council communication mediums.
Educate residents on best practices for landscape and maintenance standards in adherence with DC Ranch standards.
Conduct an annual landscape maintenance practices workshop for residents and their landscapers.

Uphold Community Wide Standards for existing built environment and assure future construction adheres to the Covenants and Design Guidelines.
On an annual basis, conduct a visual inspection of each lot’s front yard area and residential structure to ensure DC Ranch standards for homes and landscape are being upheld.
The Modifications Committee will review its standards annually with the Covenant Commission.
Monthly exterior site inspections will be conducted at the corporate and commercial centers, and two apartment communities.
The service that the DC Ranch staff, management and leadership provide to the residents is part of the fabric and culture of the community. From the security person at the gate to the top leaders of the community’s three entities, the quality of service and appreciation for the community is a true differentiator. Cultivate an exceptional work environment that attracts the best talent and retains top performers.
Conduct a compensation/benefit study every three to five years, and adjust ranges and salaries as needed.
Maintain pay ranges so that the top of the range is at least 10 percent higher than the market average for like positions.
Provide benefits (insurance, PTO, etc.) at higher than market standard.
Allow flexibility for initial hiring salary to reflect experience.
Maintain a comprehensive onboarding program and properly orient new employees to the DC Ranch culture, brand standard and best practices.
Provide quality and appropriate resources, including tools, equipment, and supplies, to ensure that employees can perform their jobs at the expected level.
Conduct exit interviews to identify trends and areas for improvement.
Provide a work environment conducive to high job satisfaction among employees.
Conduct an employee satisfaction survey every year. Review any areas that do not receive a “high” ranking and develop (with team input) a plan to address them. If needed, conduct a follow-up survey to assess success.
Identify, if possible, and work with employees who have consistently low job satisfaction to develop and implement an action plan for improvement.
Hold all employees accountable for contributing to a positive work environment through timely and appropriate communication, measurements and applicable remedies, such as performance evaluations and constructive coaching.

Undertake development of shared DC Ranch organizational values; review the values every three years to determine if changes should be made and to assess the effectiveness of their impact on the DC Ranch organizational culture.

DC Ranch provides a safe environment for residents and guests through appropriate security measures and infrastructure.
Educate DC Ranch stakeholders on Safety & Security Services inside DC Ranch.
Conduct an annual Community Safety Forum to educate residents on the safety & security issues, programs, and services.
Publish monthly security tips through website, newsletters, email, etc. to educate residents on specific safety & security as it relates to DC Ranch.
Provide training to DC Ranch employees on safety & security within DC Ranch.
Conduct response drills for all employees that cover a wide range of potential emergency situations like: fire, traffic, school, medical, and active shooter situations.
Conduct annual meetings with local police/fire departments, game & fish departments, etc. to help educate employees on helpful safety & security tips that employees can communicate to residents.
Train and certify all appropriate employees on First Aid, CPR, and AED.
Plan and implement an annual review of current laws and procedures that includes various risk or threat assessments throughout all of DC Ranch.
Collaborate with local police & fire departments, government agencies, insurance agencies, outside consulting groups and conduct an annual, formal, risk & threat assessment.
Research and, as appropriate, develop an Emergency Response Plan for DC Ranch.
Organize and schedule meetings & site visits with the Fire Department to create the opportunity for DC Ranch to be a “Fire-wise Community.”
Maintain the safety and security of the community amenities and assets such that they meet and exceed the DC Ranch standards, and that they remain current & ahead of the curve.
Review and implement safety and security technologies at all Community Centers, Path & Trails, Parking Lots, and Access points. Utilize all current and up-to-date camera & computer technologies at all locations. Include more strategic lighting, signage, and telephone capabilities, in areas where individuals are readily using, or commuting, through our facilities.
Implement safety measures as a theft deterrent primarily in areas that are used or visited the most.
Per the DC Ranch guidelines, include the appropriate amount of Police Officers or Security Personnel at large DC Ranch sponsored events, and where appropriate.
Stock a full supply of all necessary First Aid Supplies, and AED equipment, at all public locations, which can help assist with many of the common emergency situations.
Conduct an annual roundtable with DC Ranch Security personnel on the safety/security environment at DC Ranch in terms of what’s working today as well as exposures and what needs to be enhanced.
Annually collect and evaluate input from DC Ranch stakeholders on the safety and security of the DC Ranch community.
Create and distribute a safety survey where residents can provide feedback on specific items, and address feedback as appropriate.
DC Ranch, due to its geographic location and size, can be positively or negatively affected by regional Scottsdale matters. DC Ranch positions itself as an important player in the planning and direction of key projects and initiatives that may fall outside of DC Ranch’s governance jurisdiction and is viewed as a positive, productive, valuable, proactive partner with the City of Scottsdale and other governing/community agencies.
Actively monitor Scottsdale regional matters and engage on behalf of the DC Ranch community-at-large when deemed necessary by the Community Council Board of Directors.
Write and adopt a Framework for public policy advocacy that clearly identifies the Community Council’s responsibility for implementation and establishes coordination and communication with the Ranch Association.
Provide annual funding within the Community Council’s annual budget to support public affairs efforts.
Establish an external public policy function by hiring staff and/or professional services to conduct Public Affairs efforts; position reports to the Community Council Executive Director.
Develop the Process that will be used to implement public policy advocacy.
Write an Engagement Plan for each area of involvement by DC Ranch, to be shared with the Ranch Association Board, adopted by the Community Council Board and shared with Residents.
Review the Framework and Process every three years for effectiveness; recommend and make changes as needed.
Communicate DC Ranch’s public advocacy Engagement Plans in an open and timely manner and provide updates as available.
Establish a “Newsworthy” page on DCRanch.com for posting all Engagement Plans and updates; provide articles for the Ranch News with public affairs information and updates.
Use all DC Ranch communication vehicles, as appropriate, to share new information with residents.
Provide periodic updates to the Governance Committee and Board(s).
Establish strong working relationships between the Community Council and political, community and business leaders that enable DC Ranch to be recognized as a positive, engaged and leadership-oriented community.
Ensure relationship development/networking at the city, state and national level and serving on the Scottsdale Chamber of Commerce Public Policy Committee are key parts of the Director of Public Affairs job responsibilities.
Support designated Council staff to sit on city commissions, school committees, non-profit and other Boards that provide political and community connections within the greater Scottsdale area.
Support designated Council staff to participate in Scottsdale Leadership as both class members and active alumni (use of staff time and financial support).
DC Ranch keeps residents and stakeholders fully aware of what's happening at DC Ranch and how to be involved through (1) transparent communication and (2) an engaged resident base that is involved in its neighborhoods, community programming, strategic planning and committees. This level of involvement is a strategic advantage for DC Ranch and is nurtured and supported.
Support resident engagement in the development of the DCR2020 strategic plan and all standing principles and strategic initiatives.
Publish the DCR2020 strategic plan on DC Ranch.com and inform residents.
Provide updates and progress reports to CC and RA boards at designated milestones.
Routinely utilize all communication channels (website, print and electronic collateral, NVMs, etc.) to provide residents progress reports featuring/ highlighting resident involvement.
Take a pro-active approach by providing resident review opportunities at key junctures before decisions are made so they can make an impact.
Update team members, stakeholders and community partners on progress at designated milestones.
Formally publish the DCR2020 strategic plan and routinely communicate updates/progress as evidence of transparency and to reinforce the value of resident impact.
Conduct multiple resident input sessions to garner ideas and develop strategic plan.
Conduct follow-up Ranch-wide survey as another opportunity for all residents to provide input and to hone strategic plan including Standing Principles and Strategic Initiatives.
Invite a diverse set of residents to participate on each team to compose strategies and tactics for all Principles and Initiatives.
Update/follow-up specifically to residents who participated in input sessions and teams- one other opportunity to check for support and understanding.
Review the role of communications for DC Ranch and ensure that DC Ranch is taking full advantage of communication channels for ongoing updates pertaining to the community.
Incorporate text, telephone, email and other communication channels in crisis and non-crisis situations.
Review social media analytics and strategy to review most effective channels for DC Ranch.
Develop Ranch-wide guidelines and templates to address non-crisis communications/situation.
Utilize surveys to evaluate communication channels.
Review the DC Ranch website for opportunities for ongoing interaction/input from residents on general DC Ranch events, amenities and operations.
Explore a message board for logged in residents on the DCRanch.com resident homepage.
Create a notification system (potentially through the message board) allowing residents to opt in to email notifications from DC Ranch management.
Create an option for residents to leave feedback about events, clubs and meetings.
Create a way for residents to opt in to receiving emails about clubs or programs of interest, which also notifies them when a new activity is scheduled.
Implement an opt-in only resident directory that would allow residents to choose what information they want to include in their listing.
Research other platforms for resident interaction such as Nextdoor, Google review, DCR app, etc.
Create avenues, and educate on existing opportunities, that allow residents to identify key neighborhood or community-wide matters and provide input on possible solutions.
Explore neighborhood-specific mailbox postings.
Purchase A-frame signs to occasionally promote selected events, forums, meetings (place at strategic, appropriate locations such as mailboxes, gates, community centers, parks, etc.).
Research the development of a neighborhood e-newsletter template for NVMs to use as needed to engaged and communicate regularly.
DC Ranch, with its three-entity governance structure and expertise in community management, presents a unique governance structure for large-scale residential communities in terms of leadership, transparency, effective board structure, resident participation and overall operational excellence.
Honor and carry out with integrity the mission, objectives, and directives of the documents established to govern the DC Ranch community and adhere to all applicable laws.
Conduct an annual review of governance practices vs requirements, involving legal counsel as necessary.
Review and discuss all three entities’ governing documents at the annual Board orientation as well as with all staff, both annually and as part of the onboarding process: explain the mission, objectives, and directives of each entity and emphasize the relationships between all three entities and our focus on working collaboratively.
Foster openness, communication, and accountability with DC Ranch governance related operations.
Describe the communication requirements to achieve openness and accountability in accordance with board policy and governing documents.
Create an informational piece to explain the different disclosure requirements for each governing entity.
Provide residents with opportunities to express their sentiments via a variety of communication mediums.
Support the Three Entities – One Vision approach to governance in DC Ranch by defining and communicating the role, purpose, and value of each entity; evaluate the approach regularly and make improvements to enhance the effectiveness of the model.
Maintain an active Governance Committee to ensure opportunity for the three entities to communicate and collaborate on community-wide matters.
Educate residents on the Governance Committee– its composition and its purpose - and regularly report on Governance Committee discussions at Board meetings.
Define the future of the Covenant Commission’s position within the governance structure as it moves through the separation process from the developer and support the transition. Educate the community about any changes and new processes.
Support the sub-associations with their efforts to achieve best practices for operational excellence, consistent with DC Ranch standards.
Evaluate the current sub-association management structure and consider opportunities to provide DC Ranch Association management services to the sub-associations.
Assist sub-associations with their Board orientations and provide informational materials to aid in their knowledge about relevant DC Ranch brand standards and operations.
Consider establishing financial standards for sub-associations and invite sub-association boards to participate with Ranch Association and Community Council Boards during Finance 101 and other similar sessions.
Attract qualified volunteers for governance, committees, and to serve in leadership positions on the boards.
Consider development of a leadership program to prepare future leaders and give residents insight into how DC Ranch works to serve the community.
Sustain a strong committee structure and Neighborhood Voting Member program.
Create and maintain a mechanism for identifying and recruiting volunteer leaders.
Establish a resident group that allows interaction between DC Ranch Community Council leadership and residents; provides residents with opportunities to learn about DC Ranch projects, initiatives, and operations; and serves as a resource for identifying future DC Ranch leaders.
